Deborah Dubenofsky

Deborah Dubenofsky was appointed by the Association of Municipalities of Ontario (AMO) to the OMERS Sponsors Corporation (SC) Board effective January 1, 2024. She is Chair of the Corporate Governance Committee and serves as a member of the Plan Design Committee.

Ms. Dubenofsky is an accomplished senior executive and government relations professional with extensive experience in the broader public sector. Her municipal experience includes serving as City Manager for Canada’s 9th largest City with oversight, accountability and management for City services, providing strategic and operational advice to an elected Council. In addition, Ms. Dubenofsky provided support to 800 municipal governments as Director of Policy and Government Relations for AMO during a period of transformational change and service realignment between the Province of Ontario, the municipal sector, and school boards. This historic $13 billion realignment of responsibilities has had a fundamental and enduring impact for all parties.

While at the Ontario government, Ms. Dubenofsky served as a Senior Policy Advisor within a number of Ministries. As Deputy Chief of Staff, Policy for Ontario’s 22nd Premier, she provided leadership and advice to the Premier, Cabinet and Caucus and worked with the Secretary of Cabinet and staff to implement the government’s agenda across all Ministries.

Complementing her government experience, Ms. Dubenofsky served as Vice President of Finance and Administration for an Ontario university, working within a bicameral governance model to support a Board, Senate and student body. Prior to this role, she assisted a broad range of clients as a consultant government relations advisor in a law firm and agency setting. Notable amongst her achievements was advising police and fire Associations during the introduction of the OMERS Act in 2006.

Ms. Dubenofsky also served on the Board of the Municipal Employer Pension Centre of Ontario and is a Board member and Audit Chair of the Higher Education Quality Council of Ontario, an agency of the Ontario government.

Ms. Dubenofsky holds a Master of Public Administration from Queen’s University and an Honours Bachelor of Arts, Sociology and Political Science from the University of Toronto.
